i notice some portal cant be scanned event with vpn or script+proxy, i try different script then still the same

dragoniptvpro.club/c/

then this 2 are only example.
someone can explain me why please

the first url is down, at least today (when you did the scan I don't know) always try the url in the address bar in the browser.

my personal config no, I can give you another config always made by me... it doesn't have the capture but it's simple and fast.

Yes sometimes they block IPs (use good proxies) or VPNs other protection are firewalls and servers that pass through Cloudflare

I use Windows, both Openbullet config 1 and 2 as far as I know are done in O. B. Config-----> New.

When it is a website with google developer tools you can see the requests and responses. When it is Stalker Portal Api you need to capture the traffic to make the configuration with Open Bullet. Do you use Fiddler and Stalker Portal for windows for example? Regards.
