there is no code all you do is write what you wan to show on there and it shows to unregistered users thats all

I do just input text there or i have to start with e.g ?notices welcome to bla bla bla...
Or i just put welcome to bla bla bla...

2ndly do i put the text at the end or before the text in admin.php

Nothing happens when i input text in that admin.php and tested it on a new browser see image below to see where i put a sample text

i think you dont read what i have said to you if you did read properly you would not ask again or do what you doing to your config files i said to you to at the end of your admin url link you add ?notices like
